The Geneva Policy Outlook announces the release of its latest report in collaboration with Amani Africa, Constructing a Networked Multilateralism Between Addis Ababa and Geneva – Seizing Policy Opportunities, authored by Dr. Solomon Dersso and Prof. Achim Wennmann.

The report explores how global governance can evolve toward a more inclusive, flexible, and interconnected system by strengthening structured collaboration between multilateral hubs. Focusing on Addis Ababa and Geneva, it examines how these two distinct yet complementary centres of diplomacy can jointly shape a more distributed architecture of cooperation.

Against a backdrop of shifting global power dynamics and mounting poly-crises, the report argues that multilateralism must move beyond centralised and hierarchical models toward a networked approach that leverages regional leadership, technical expertise, and cross-hub collaboration. It positions Addis Ababa as a centre of political negotiation and continental consensus-building, and Geneva as a dense ecosystem of international organisations, technical agencies, and global policy networks.

The report identifies concrete opportunities for strengthening the Addis Ababa-Geneva nexus, including structured policy exchanges, joint research agendas, and institutionalised platforms for collaboration. It highlights how such a partnership could enhance collective action, better reflect African priorities in global forums, and support more adaptive and inclusive approaches to global governance.

By advancing a vision of networked multilateralism grounded in practical collaboration, the report contributes to ongoing debates on the future of global governance and the evolving role of hubs like Addis Ababa and Geneva within a more plural and interconnected world order.
